January 2013 United States Postal Service Changes

In addition to the USPS requiring the Intelligent Mail Barcode for Business Reply Mail starting in January 2013, there are also a few changes to requirements for self-mailers (self-mailers are folded pieces that are letter-sized, not mailed in envelopes, and do not have a binding). If it has staples in the fold, it is defined as a booklet, not a self-mailer, and booklets will still require three tabs.

New self-mailer requirements for January 2013:

  1. Final fold can no longer be on the top edge. The final fold must be on the bottom edge. (Previously, self-mailers were allowed to have the fold on the top edge if the bottom was secured with two tabs. This will no longer be allowed).
  2. Self-mailers will now require two tabs on the top edge (previously required only one tab). The tabs must be non-perforated and 1.5 inches in diameter or larger.
  3. The maximum length of self-mailers (and regular letters) is being reduced from 11 1/2" to 10 1/2". The new maximum letter size will be 6 1/8" x 10 1/2".

Basic postcard/self-mailer thickness guidelines include:

  • Small Postcard 4.25" x 6" = .007" thick
  • Oversized Postcard 5.5" x 8.5" = .009" thick
  • Self-Mailer larger than 4.25" x 6" = .009" thick
