Expert To Discuss Ebb And Flow Of Water Resources In West

FAYETTEVILLE, Ark. - Thomas Maddock, former chairman and CEO of Boyle Engineering and a retired rear admiral of the U.S. Naval Reserves, will speak at 5:30 p.m. Thursday, April 29, in the Combs Auditorium at Bell Engineering Center.

In his lecture "Western Water Resources," he will discuss the differences between the eastern and western parts of the U.S. in relation to precipitation, demand and attitudes. He will also explore water rights, usage and development in the western U.S.

Since 1994, Maddock has represented California on the Western States Water Council, a part of the Western Governors Association. He was also appointed by the governor and secretary of the interior to serve as a member of the Bay-Delta Advisory Council to the CALFED Program, a joint state and federal entity that is responsible for developing a long-range solution to conflicting demands.

In 1993, Maddock was elected to the National Academy of Engineering, the engineering counterpart to the National Academy of Science, in recognition of his accomplishments in the field of water resources. Maddock holds the rank of rear admiral, Civil Engineer Corps, U.S. Naval Reserve. After 33 years of active and reserve service, he retired in 1985 as Commander of the 18,000-person Reserve Naval Construction Force - the Navy Seebees.

Maddock is the former chairman and CEO of Boyle Engineering, which operates in 10 states and is ranked among the top 100 design firms in the U.S. by Engineering News-Record. He received a bachelor’s degree in civil engineering from Virginia Polytechnic Institute, a master’s degree in civil engineering from Massachusetts Institute of Technology and a master’s degree in business administration from Stanford University Graduate School of Business.
